Panther leaders promote Mao's "Red Book"; Bob Avakian, who also spoke that day, expresses some foretelling views on internationalism. There is a flashback to a police raid on Panther headquarters. The crowd on the Federal Building steps indicates that the revolutionary views of the Panthers were drawing forward many people.
